It's one of those shows that doesn't really peak within each season. The buildup just continues to grow and grow for a solid 4 seasons. But to accomplish that long of a buildup, it starts slow and does important character development early on.

I appreciate how grounded the show is in early seasons. Made it very accessible. Plenty of fans loved it because it's a top notch period drama. It's practically a time capsule.
It does become more and more esoteric as it goes on. But if it's themes don't speak to you in later seasons, the character development and dialogue are profound enough to still keep you hooked.

Second this. It really is one of the only shows that consistently gets better which each season. Season 1 is only 7 episodes, I'd say stick it out at least for the season until you decide.

So far, I'm 100% on board with the themes of the show, at least as I parse them (chiefly anti-consumption + feminist). I would be surprised if the later seasons lose me, but we'll have to see what happens.

Just finished Dark Season 2. In terms of story, it's mind-blowingly excellent.
It's a time travel show that doesn't play by the rules of it's predecessors. I can't speak highly enough about it.
There isn't 1 wasted scene through 2 seasons. The plot line is so ambitious and the writers somehow managed to pull it off.

I personally couldn't get into city on a hill but it's really tough for me to be love a cop show (still haven't seen beyond season 1 of the wire, tbh - might have to make an exception for that one though).
