Fwiw, whether you believe it was by design or just Ukrainian exploitation of the fact, the US restrictions on weapons use is what functionally set up the Kursk incursion. Because they allowed strikes on airfields and air defense targets, the Russians moved a lot of their defenses backward to cover strategic targets, but since it wasn’t a blanket permission, they used the opportunity to move experienced troops off the border and into Ukraine. And because of the recent karkhiv push by Russia (which ironically did so to pull UKR reserves off other fronts)it was considered reasonable for UKR to move a large concentration of troops into the Kharkiv and Sumy region.
The upshot is that the ukranians had a huge troop advantage and a thinly defended Russian presence in Kursk and belgorad with minimal air defenses.
