All-Time League Rules: 2008

1. Sign-up
We are looking for 24 teams to play, that could be adjusted based on interest. Players will be notified via PM if they are in the league as a GM or judge. Go to the sign-up thread to join.

2. Teams
Once the league is set each GM will pick a city, a mascot and team colors. You can pick any city large or small, US or international. Mascot just keep it clean please. You can design your own logo or I can make one to your instructions.

3. Lottery and Draft Slot Selection
A lottery will put teams in order and you then select which draft slot you want. The draft has a staggered order, the first two rounds are standard up and down but then the order shifts in the 3rd and snakes back, 5th and snakes, and so on. This helps to balance out the draft and not overload the teams that get to pick early. The draft thread has the draft matrix. Take a look at which team slots you'd prefer.

4. Building Your Team
The draft is 8 rounds, you then use waivers, trades and free agency to fill a 12-man roster. Players are assigned salaries based on where they rank within their position all-time, awards, and stats. The top 5 within a posiiton have salaries from 30 to 23 million and it drops down by tiers.

If a player qualifies in more than one tier he makes the highest amount possible.

Tier 1: Top 5 all-time at his position makes 30, 27, 25, 24, 23.
Tier 2: Top 7 all-time at his position makes 22-21.
Tier 3: Any player on the NBA 50 Greatest Players list makes at least 20
Tier 4: Any player on nba.com’s All-Time Great NBA players list or in the HOF makes at least 18
Tier 5: Regular season MVP or 1st team All-NBA makes at least 18
Tier 6: Multiple All-Star makes at least 16
Tier 7: One-time all-star makes at least 14
Tier 8: Multiple 1st defensive team makes at least 11
Tier 9: Any stat at or above 18 pts, 42% 3, 10 reb, 9 ast, 3 stl or 3.5 blk makes at least 10
Tier 10: Any stat at or above 16 pts, 40% 3, 8 reb, 7.5 ast. 2.5 stl, or 2.5 blk makes at least 8

All active players make their salary in the season chosen, unless they qualify for higher tiers. Players selected in rookie contract years have salaries calibrated to their career. LeBron chosen in a rookie contract year would make at least 16, multiple all-star in his career. If he is ranked in the top 7 all-time at his position he makes at least 21. The rules are designed to not allow you to use rookie contract seasons to get impact players on the cheap.

That said you can pick seasons carefully to get some players cheaper, but cheaper can also mean you don’t get credit for what the player achieved later in his career, some give and take there. GM’s can contact the commissioner to ask for up to three player salaries per draft pick. You must specific player and year. Salaries will not be shown prior to the draft since it can be a significant draft aid.

The cap is set at 120 million.

5. Draft
The draft is 8 rounds. You can then use waivers, trades and free agency to fill out the roster to 12.

25 players were selected at random within position tiers to designate free agents. These players cannot be drafted and are on the open market. The list of free agents is in the draft thread and the free agency thread.

GMs have six hours to pick (from 9 am to 10 pm pacific). It is up to you to monitor when you pick and be sure to make your pick live or PM a list to me and I will pick by your instructions. GMs who miss their pick are skipped but on the clock and free to make their pick at any time. However, other teams can pick ahead of the skipped team, at that point it's first-come, first-served.

Eligible players are from 1971-72 through 2007-08. They must have played an NBA or ABA season, no rookies, no international players. 71-72 was selected as a cuttoff point to keep athleticism failry consistent with the modern era. Players from earlier decades will be slightly slower but get a little athelticism bump in the judging to allow for head-to-head play with current stars. ABA seasons will be downgraded to NBA level stats.

When you make your selection please name the player and the season his stats and performance will be based upon.

6. Injury Risk
Players who missed at least 10 games of the season chosen are subject to an injury factor where they can miss a playoff game. Let's say a player missed 12 games. A random number is drawn from 1 to 100. If that number is 12 or lower he misses the playoff game. To avoid injury risk you can select a season where the player missed 9 games or less.

7. Waivers
After the draft is completed, if you wish to free more cap room you can waive up to two of your draft picks, but only before trading begins. Once trading starts you can no longer waive a player. If you waive a player you cannot reacquire them.

Waived players can be claimed if teams have the cap room to take them at their current salary. If players are not claimed 24 hours after being waived they go into the free agent pool.

8. Trades
Are subject to the CBA. Total salaries dealt must be within 125% unless a team has cap room. All trades go to the commissioner for a CBA check prior to approval, I must hear from all parties in the deal to approve it.

Trading and free agency will start after waivers end.

9. Salary Cap
The cap is 120 million. Teams under the cap can compete for impact free agents, teams that are over the cap get the MLE, BAE and vet minimum. Just as in the NBA, a team cannot be under the cap, spend on free agents and then be able to use the MLE. There is no luxury tax.

10. Free Agency
Free agents will choose a team based upon the following criteria:

1. Money. The first year baseline of the deal will be highest priority followed closely by years.

2. Ring chances, teammates and role. The player wants to win, wants touches and minutes, quality teammates that complement his game, and a system that best utilizes his skills.

Being great at 2 is not enough to overcome a big gap in 1, but if the money is close then 2 plays a large role in the decision.

Baseline: 22M
Years: 5
Team: You will be first option in a halfcourt game set up by x, y and z…go into detail on why you contend and how the player is used in your system and optimized by his teammates.

You do not need to do the math on raises, offer bonuses, incentives, sell the city, none of that. Just keep it simple. Baseline, Years, Team. That’s it. Send offers to me. The three finalists will be notified and asked for final bids. Teams will not be told who else is in the running. Years have to match the CBA but there are no ceilings, you can offer as much as your cap room allows.

11. MLE, BAE, vet min
No player in the top nine tiers will accept an MLE contract. A player in the 10th tier will consider it, but only if he has one stat at or above a ceiling. If he has two or more, he will not accept an MLE deal.

Stat ceilings for BAE and vet minimum will be defined before free agency begins.

12. Judging Criteria for Playoffs
In your write-ups make the case for why you beat the competition head-to-head. Judges will be looking at your roster and how you match up against the best teams in your conference. They'll be looking at two factors in depth:

Dominance - Player(s) that can take the game over and have the teammates to optimize the stars and/or a team that has so many weapons and versatility that it can dominate. You need the player that commands the double team to set up the rest, or the team that fits so well together that the opposition is forced to pick its poison. Teams that can do both are well positioned to make the playoffs.

Balance - A team that competes on both ends, that has a full complement of skillsets on the roster, two-way players and specialists as needed, no weaknesses that can be easily exploited. In short, a team that has multiple ways to win. A team that doesn't depend on a single player to fill too many roles and holes.

Judging criteria for playoff games will be posted when the playoffs begin, but the core concept is the same as above, dominance, balance, setting up mismatches and exploiting weaknesses.

The higher seeded team determines the playoff game rules: old school – hand checking, no zones, or new school - zones, no handchecking.
