TK Burger is solid. Ginas Pizza (original location by The Alley) or Los Primos were always my go to post surf spots.

Sometimes, but I've never seen a fast food place that had a good bleu cheese burger. Maybe you have one out on the left coast.

Ive had plenty of restaurant burgers that are "better" than In n Out but it quickly becomes a matter of diminishing returns when you start comparing those more expensive burgers
I think I like shake shack burgers more than In n Out but they are almost twice as much... they clearly are not twice as good.
Some burgers not even in the $20 range that I really like are:
Office Burger at Fathers Office
Widow Maker at Claim Jumpers
Western Burger at Dennys (no longer served so I now have zero reason to step foot into a Dennys)

There used to be this place called Frisco's in Long Beach. Its motif was 50s-style diner and thewaitresses all wore rollerskates. It was one of two locations, the other still exists in some inland trash can I've never known the name of. They had a killer burger called The Western: Parmesan grilled sourdough, bbq sauce, bacon, avocado, and onion rings. Might sound busy, but man, did that thing crunch good. $8 in 2014

eh.

I love me a double double animal style at In N Out, but it’s by far the most overrated burger out there.

It's not the best burger on the planet, but at its price point, there is simply no competition. Whataburger and Five Guys don't have anything close.

I prefer In 'N Out to $20 restaurant burgers.

Restaurant burgers are the worst.

How are the burgers at Islands these days? I haven't lived in LA (my hometown) for like 15 years.

Hopdoddy is a reasonably priced "gourmet" burger, that's very good. Mostly in TX, but they're in a few other states now too.

Back in the mid-80s when I lived in Seattle, I recall that Red Robin had some excellent gourmet burgers. They have expanded to Houston in recent years, but not anywhere near me. At the opposite end of the spectrum, In-N-Out has expanded to Texas on a small-scale basis. There were rumors that a location was going to open in the Houston area, but about 50 miles away from where I live. I had never even heard of Hopdoddy. I looked it up, and the nearest location is about 25 miles from me. I guess I'm just out of luck, but in Texas you are rarely far away from a Whataburger.

Work in Manhattan so choice is unlimited up here, some of my favorites:

Halal food truck... chicken and yellow rice... white and hot sauce, all day
Comida Dominicana (too many to list, they have the food on trays ready to go)... Pernil con moro and small mondongo

which ones do you go to? Halal guys is obviously a staple. Rafiqis? Casbah?

by the way, don't ever go to the Halal guys out in CA, they're awful.

You can add the one in Chicago to that list as well. Never been to the one in NY but pure garbage from my experience elsewhere. Essentially any mom and pop Halal cart in NY and Philly is better.

Two best non-restaurant burgers in or near DTLA are at Eggslut (get bacon, avocado, scrambled eggs on it) $13.
And burgerlords double cheeseburger $8.

Neither are technically fast food though. There's no drive thru. But if you go at the right times you can get your burger in 5-10 minutes.

Islands burgers where I was at, 10-12 yrs ago at least, were pretty damn good as were their fries and I hate to give them either rating due to their atmosphere, but gotta give props when earned.
