Can someone explain to me the difference? I mean are message boards essentially blogs?

A blog is typically something that one person writes and (sometimes) allows other people to comment on. It's sort of like a journal or a diary that you share with other people. A message board is like this thing here, where lots of people come together to talk about specific topics.

so if an LG moderator creates a new room and he restricts posting, does that make the room a blog?

Well they do have their useful functions. Many blogs allow right-wing wackos to read the "news" without it being tainted by journalistic oversite (including ridiculous things like fact checking), allowing them to regurgitate the same talking points as the rest of the herd, with the added bonus of being able to mouth the words along with the evening Fox "news" broadcast
