Cav's raised court an issue?

Looks pretty dangerous to me. The ground under the first row of chairs is at least a shoe height below the court level. You can see many of the fans in the first row have their feet down below the court.

Is there any reason this is necessary?

Reminds me of the raised court when they play the Final Four in football stadiums. Someday somebody is going to get seriously hurt on one of those.
